Basis & Interpretation

The commercin website is a global marketplace composed of buyers and sellers (collectively the “Users”) who reside in various countries around the world. To ensure the safety of all users and to maintain an orderly marketplace in compliance with all applicable and relevant local laws and regulations, not all categories of products may be listed on the commercin Website.
1.2
In addition to prohibiting and restricting the listing of products that are heavily regulated or completely banned by legislation, commercin has also implemented prohibitions and restrictions on products that, although not prohibited by law, are controversial by nature. Examples include:
Items that encourage illegal activities (e.g., lock pick tools, synthetic urine for cheating drug tests)
Items that are racially, religiously, or ethnically derogatory, or that promote hatred, violence, racial, or religious intolerance
Items that promote an element of chance (e.g., giveaways, lotteries, raffles, or contests)
Stocks, bonds, investment interests, and other securities
Pornographic materials or items that are sexual or obscene in nature
Items that do not offer a physical product or service for sale, such as digital currencies

This Product Listing Policy outlines categories of products that are either restricted from being listed or completely prohibited on the commercin Website. The categories and examples listed below are not exhaustive or all-inclusive and should be used as a general informational guide. Sellers are always responsible for ensuring they do not list or sell products that are restricted or prohibited under any applicable laws.

Sellers are reminded that laws vary across different countries, and the regulations in their country of residence may not be the same as those in the country where their potential buyers reside. Therefore, before listing any product on the commercin Website, all sellers are strongly encouraged to seek legal advice from a duly licensed legal practitioner in their own country and the country they wish to sell to.
1.5
For the purposes of this Product Listing Policy, a “Relevant Online Transaction” refers to a transaction that is supported by the commercin Transaction Services Agreement.
1.6
commercin, at its exclusive and absolute discretion, reserves the right to amend, modify, or otherwise alter the list of products subject to listing restrictions or prohibitions at any time, with or without prior notice. In the event that commercin exercises such discretion, there is no requirement for such amendments to be reflected in this Product Listing Policy. However, as a general practice, a notice to that effect will be made available under the Product Compliance Rules section of the Rules Platform. Users are encouraged to stay updated on these notices.
1.7
In the case of any inconsistencies, ambiguities, or conflicts between the contents of this Product Listing Policy and the terms, conditions, or contents of any other document applicable to the use of the commercin Website (including different language versions of this policy), the English version and the decision of commercin, exercised in its absolute discretion, shall prevail.
Prohibited Items Subject to Sanction
1.1 Products originating from sanctioned sources
commercin expressly prohibits the listing and sale of any products prohibited by laws, regulations, sanctions, and trade restrictions of any country or region, including but not limited to:
Minerals, industrial machinery, edible farm produce, electronics and electrical equipment, energy, information technology, medical products, logistics, soil, rocks, wood, ships, sculptures, seafood, aquaculture, and textile products.
Wood.
Tourism industry products.
Any other products derived from or manufactured through forced labor.
1.2 Products destined for sanctioned markets
By reason of laws, regulations, sanctions, and trade restrictions of certain countries and regions, commercin expressly prohibits the listing and sale of:
Industrial machinery, helicopters, vehicles for use in logistics, metals such as steel and iron, crude oil and petroleum products, aviation fuel, condensate oil, and liquified natural gas.
Watches, fur, luggage, cosmetics, silk, perfume, carpet, crystal, porcelain, fine art, jewelry, laptops, and instruments.
Potassium fertilizer, cigarettes, petroleum, wood, cement, steel, rubber, and industrial machinery to European Union member states.
Crude oil, petroleum, petroleum fuel, petroleum distilled products, liquified natural gas, coal and coal products, fish-related products, seafood, processed seafood products, and non-industrial mineral ores.
Geographic Specific Prohibitions
Pursuant to changes in the international trading environment and in light of different legal and regulatory requirements of applicable destination countries, commercin may apply geographical product control policies against different products. The categories and examples below are not intended to be exhaustive and will be updated from time to time. Any listing or trading must be fully compliant with the applicable laws and regulations of destination countries.
Laser Products
PROHIBITEDProducts classified as Class IIIa laser products may not be listed or sold to the following countries/regions:
The listing and sale of any Class IIIb laser products is prohibited entirely.
Class I and Class II laser products are not subject to any restrictions or prohibitions and may be listed normally.
Illicit Drug Manufacturing Equipment
PROHIBITEDThe listing and selling of any illicit drug manufacturing equipment is prohibited to the following countries/regions. This includes manual, semi-automatic or fully automatic pill press machines used to compact or mold powdered, granular or semi-solid material into solid tablets; encapsulators used to fill soft or hard capsules; products categorized as pill press, tablet press and dies, capsule filling machines and soft gelatin encapsulation machines; and any parts, molds, or dies associated with such machines.
Radio Equipment
PROHIBITEDThe listing and selling of all radio equipment is prohibited to the following country/region. This covers electrical or electronic products which intentionally emit and/or receive radio waves for radio communication or radiodetermination; products which must be completed with accessories such as antennas to do so; repeaters; signal boosters; and mobile phone repeaters.
Personal Protection Equipment (PPE)
RESTRICTEDPPE restrictions vary by market:

PPE is a restricted product category. Only selected sellers with relevant qualifications, as notified by commercin, are allowed to list and sell PPE products.
Single-Use Plastic Products
PROHIBITEDThe listing and selling of single-use plastics is prohibited to the following countries/regions. This includes cotton bud sticks (except those identified as medical devices), plastic cutlery, plastic plates, plastic straws (except those identified as medical devices), beverage stirrers, sticks to be attached to and support balloons (except for industrial or professional applications), beverage containers, food containers made of expanded polystyrene including caps and lids, and any products made from oxo-degradable plastic.
- Sanitary towels (pads), tampons, and tampon applicators;
- Wet wipes, i.e. pre-wetted personal care and domestic wipes;
- Tobacco products with filters and filters marketed for use in combination with tobacco products; and
- Beverage cups.
Exempt items must carry a clearly legible marking on either side of the packaging, or directly on the product, informing buyers about the presence of plastics and appropriate waste management options, including the importance of avoiding littering.
Pesticides
PROHIBITEDThe listing and selling of pesticides and pesticide equipment is prohibited to the following countries/regions. This covers products claiming to manage, prevent, kill, attract, repel, or reduce toxicants such as bacteria, viruses and other organisms; and sanitation products that control toxicants such as disinfectants and antibacterial products — whether structural materials, devices, biochemical and non-conventional products, agricultural chemicals, herbicides, pest sprays, insect drugs, cockroach control, fungicides, insecticides, weedicides, acaricides, rat poison, rat bait, mosquito repellent liquids, sprays and bracelets, mosquito coils, herbal fragrance, antiseptics, or ultraviolet disinfection and germicidal lamps.
Teeth Whitening Products
RESTRICTEDThe listing and selling of teeth whitening products is restricted in the following countries/regions, on the basis of whether the product is classified as a drug or cosmetic in the relevant market, its chemical composition, and relevant labeling:
Cannabidiol (CBD) Products
RESTRICTEDThe listing and selling of cannabidiol (CBD) and products containing any CBD — such as CBD oils, CBD powder, and CBD cosmetics — is restricted to the following countries/regions:
Sex Dolls
RESTRICTEDThe listing and selling of sex dolls — dolls which replicate the face and entire body of an adult and are created for the purpose of providing sexual pleasure — which are not otherwise prohibited under this policy, is restricted to the following countries/regions:
All-Terrain Vehicles (ATVs)
RESTRICTEDThe listing and selling of all ATVs — both four-wheel and three-wheel, but not UTVs — is restricted to the following country/region:
Explosive Precursors
RESTRICTEDThe listing and selling of explosive precursors, including but not limited to nitric acid, magnesium, sodium nitrate, and hydrogen peroxide — or products that contain explosive precursors — is restricted to the following countries/regions:
Products Containing Controlled Substances
RESTRICTEDThe listing and selling of products that contain controlled substances, as detailed in the applicable rules, is restricted to the following country/region:
Restricted Items Subject to Product Qualification
Items classified as restricted require the relevant product qualification requirements to be verified prior to listing and selling. commercin restricts the listing and selling of the following to sellers who are verified by the commercin Website as holding the relevant qualifications:
